Great video, as you know I live across the straits of gibraltar,in Tarifa. Tangiers is only 20 kl across you can see it clearly most days.
We get lots of these rubber boats washed up on the beaches. Ive even known people to find the odd kilo of hasish on the beach, Washed in with the tide.
If these smugglers are about to be caught they dump everything overboard.

Unfortunatley it's becoming more popular and profitable to smuggle people, and yes they get washed up on the beach sometimes too.
